Just to point out that unless The Mayor of London has any jurisdiction in Blackpool, then not really much point in bringing him into any argument over this incident.

he obviously came to his senses after and went to the police, you don't think it could have had anything to do with him being on every news report, internet site and newspaper in the land then, even the stupidest of chavs would have worked out it was only a matter of time before he was named.
he probably got a fright as he couldn't see her and with falling of his bike was probably a bit shocked. Is that why he showered the little girl and her family with the torrent of abuse and foul language then, because he was struggling to control his bike, I'd have thought the best way to control it would have been to stop.

Where do the pedestrians go to feel safer from cyclists? From the video, this wasn't a designated cycle path, it was a small footpath.

Technically you don't drive a pushbike. same as you don't drive a pram. but you do drive a mobility scooter.
And you can almost get an on the spot fine for sneezing anyway. so not many people will take notice of the threat about money.

Not sure that law is still extant? You can legally use an invalid carriage on a pavement these days but of course if you knock anyone down you will need educating. And insurance. And an MOT. And a speed of reactions test. And a full medical to decide if you are fit to be in charge of a motorised vehicle. And extra benefits for the trauma. Every cloud has a silver lining.

Sorry, but l maintain my point - cycling on the footpath is an offence - £30.00 fine
Also, Local authorities can spend thousands on cycle paths, But most of the time they cycle on the pavement.
