Unsure, a major sticking point at the moment is that everyone's favourite cable company has made some entirely unrealistic demands as far as getting access to the ducting goes, but that's how negotiations roll.
This is purely about ducting and poles not fibre by the way.
You're aware that BT could charge any price they liked for Fibre To The Cabinet and Premises? The charges are hardly extortionate, they're low
enough that some operators are offering free upgrade to them.
A far more telling note from this whole process is that uptake of Virgin Media services is so low that they weren't considered for having their networks opened up, having only 16% of the market - BT outsell Virgin even in commonly passed areas.
