Slow slow slow 10mb connection.

Hi,
I have just moved into a flat where there is a 10mb broadband connection. The owner of the flat just got the all the services from Telewest Phone, Tv , Broadband but does not really use the broadband often (Can you belive that )
Having previously had a 2mb connection with Telewest I was excited at the prospect of 10mb yet after hooking my computer up the connection speed is lousy, sometimes slowing down to a stop.

I rang tech support and they ran the usual tests and where quite shocked the results came back that I was on a 10mb connection!
They got me to dowload a file from their website which gave a rate of approx 15kb/second, after been on 2mb and getting over 200kb/second I thought they would realise this was a little slow.
How wrong I was. I just got the standard "The website must be busy"
In that case every web site is busy no matter which I use or what time of day.

They eventually said that there was nothing wrong with the connection and they could not suggest anything.
Running tests on my neighbours wireless connection thinking it was my computer I got the following results depending on how far away I was from the router ,don't know the speed i'm afraid as they don't know I can use it )
Lowest rate = 61kb/ second.
Highest rate = 101kb/ second.
The rate through my modem (Surfboard SB4100 with an ethernet connection) is 11kb/ second.
Interestingly the upload rate on each was the same 342kbps or 42kb/ second.
I'm running out of ideas whats wrong. The computer has no spyware, turning of firewall and antivirus does not help, the connection seems to be fine when I do ping tests for tech support yet still slow download rates from websites on 2mb I was getting amazing download rates.
Please help me sort this out, it might be the only time I sample 10mb

I have just run the following ping / traceroute and download tests, do they seem normal for a 10MB connection. The download rate seems slow to me.
