However, talks with Virgin Media are understood to have been more difficult, with the cable operator said to be wary about giving the green light to a channel that could provide direct competition to its own catch-up TV offering.
One source with knowledge of Project Shuffle said it is "a tiny bit like Sky Anytime but more really the equivalent of staggercast or video-on-demand on your TV, delivered as scheduled viewing".

It's most likely repeats from what's been said so far. It's probably aimed more towards non-cable platforms that don't have catch-up VOD services. If so, it probably won't be much of a loss if VM don't get it.

If as is suggested, this is just a virtual VoD service for those (eg Sky and Freeview customers) without, then OK.
However we need to be sure that the range of catchup material available via 4oD will not be cut back as a result.
Also does the fact that C4 are now promoting this, suggest a possible lack of confidence in take-up of the upcoming Youview service?
