Most times I had a fault with virgin it would take months of providing evidence before they admitted it, so take what they say with a pinch of salt.
If you called virgin and got through to their asian call centre and was told this, you may have better luck asking on virgins community forum

Perhaps because he's discounted a pinhole reset or calling retentions so it must be option 3?

Re: Think Broadband Ping Monitor Results (POST YOURS)
The red on your TBB suggests upstream noise. Could be upstream congestion but I would have expected more blue in that case.
This needs to be put up on the VM forum so that the VM techs there can look at your circuit. Don't forget to post your DS/US power levels as well as the TBB.

Had the same red on my graphs for the last 3 or 4 months with virgin. They had seen all my power levels, sent an engineer etc and found no issues and said the oversubscription caused it. Defo had congestion issues but I wonder if they missed a noise issue.
The only difference is the average and maximum ping times are not so bad in the above graphs. It does look like it is heading towards peak time congestion though.

My current graph, posted on the VM forum, got a quick response
"I have checked your connection and have been unable to see any issues, both on the network and on your modem.
All tests I have run are showing me that you should be having a perfect connection with no browsing issues whatsoever.
Have you tried seeing how using one device with all others disconnected works? And have you made sure that any download software has been exited/disabled?"
Have an engineer booked for friday anyway, as we have been losing signal to the two vhd boxes upstairs, so fingers crossed he can sort things
