Sounds like a good deal all around. If Sky do manage to get 4&5 OD content on Anytime+ they would be the final pieces to Sky's On Demand puzzle in my opinion.

On Wednesday the long-running investigation, which published a revised deadline of July for delivering its final report, said that it needed to extend the consultation to take into account changes in the movie market.
The Competition Commission admitted it needed to assess "potentially relevant" developments, in particular the arrival of US giant Netflix which launched in the UK and Ireland in January.
The commission also pointed to the need to assess LoveFilm, which is owned by internet retailer Amazon and has extended its rental-by-post model to offer streaming movies to customers.
BSkyB recently announced that it intends to launch its own internet service, which will include Sky Movies, that will stand alone from its TV channel subscription offering

As the article states its a possible boost for Sky as Netflix and Lovefilm have signed quite a few deals with various studios which would point to there being competition in the market , it depends how dominant the CC feel Sky are I suppose.

My thought from the start was that CC didn't need to start this as big players have been hovering around this markets for a while now and it will change over the next couple of years.
This just shows how out of touch and irrelevant the CC are.

Not sure i agree with that as far as i know Sky have and will continue to have the "first run rights" to all the Hollywood blockbusters,Netflix and Lovefilm are unlikely to get their hands on those,so i do not see the CC review as being irrelevant at all.
Last time i looked at the Netfilix website i thought their selection of films quite old and nothing much new on there,not sure about Lovefilm though.
