They are turning them off, but not removing them from the network, so it may still be possible to specify certain proxies. But as the post has said it is asking people to remove any specified proxies in their browser for when they turn them off completely.

Thanks Toto - I guess it was just coincidence that the proxy going and the service becoming flaky happened at around the same time.
