Does Virgin Media offer specific number barring? The otherwise blummin' awful TalkTalk does. That would solve a lot of people's problems, especially those of us plagued with "silent" calls from 02135371000 (the Indian Call Centre whose owner I would happily punch in the face. Repeatedly.)
