Wireless Network p2p

i have a problem someone on my network is uising p2p software 24 7 and making the rest of us on the network suffer is there a way i can stop people using p2p software on my network, or just plain limit the bandwidth she is taking. Also i would like to know what people are doing on my network, so kinda of be able to see what every mac number is doing, a list of websites visted, looged on at this time, blah blah, and also be able to send messages to any one on my network, so basically a piece of software that gives me full controll over my wireless router allowing me to be the adminstrator.
