Milton keynes is still active, there too is a conservation rule about aerials and dishes but regardless of that, there is a problem with getting reception there because it is in a valley. Until BT upgrade it, then it will remain the same unless Virgin Media pulls out. Just so you know, Virgin Media is under no obligation to provide any services, so if they want to pullout anywhere, they can simply do that. They did years ago in Barbican.
And no BT hasn't rolled out Infinity across Westminster but is planned for this year sometime, and of course Cable and Wireless has a LLU network at every exchange in London. Virgin Media also have/did a telephone network across westminster but was made to stop offering it to new customers as part of the deal to use the BT cable network. And no Virgin Media won't use this again as it doesn't reach a majority of households in the borough and it is too expensive to retain it.

So could Virgin Media lauch Fiber Optic Broadband, Phone and IPTV services in Barbican, Wesminster and Milton Keynes via the BT Infinity/C&W LLU network?

They already share the Cable and Wireless LLU network, the bit between the customers property and the exchange is not fibre.
It is up to BT to allow other companies to use its network on a lease basis.
And as I previously mentioned, Virgin Media are not going to do that, they are focusing on the fujitsu scheme. It is not commercially viable by other means

Ofcom has forced BT to lets other ISP's be allowed to use the BT fiber network, Virgin's fujitsu scheme could work on BT Infinity, will Barbican get BT Infinity as well and is the C&W LLU Network linked to BT Fiber network?

Yes maybe, but BT can charge what it wants which means it will be too expensive for other providers to offer to residential customers, after all BT has invested its own money into its fibre products, same with Virgin Media, don't see why either of them should open there networks to others companies to use on the cheap. I wouldn't!
As for the former BT cable networks, NTL acquired these for millions in 1999 and then spent a considerable amount of money each year leasing them, therefore BT should upgrade them without any hesitation. It would not be very easy to upgrade the one in Westminster or Barbican, the network in Barbican has been defunct since 2005/2006

Virgin better be quick, Vodapone is planning a £700 million bid for C&W Worldwide, could Virgin afford a £700-800 million bid for C&W Worldwide

That's rubbish, they can.
But BT probably want too much money for it.
Westminster City Council has mentioned that it has never had any involvement in Westminster Cable Television. Therefore it remains a dispute between BT and Virgin Media.
I don't think Cable would be popular anyway in the borough, when the service was running a full Analogue service in 1995, records showed that it had 50,000 customers out of a possible 100,000+ as of 2011 it had 2,000 Analogue TV customers which is not enough money to cover the lease even.
