Sorry no new news. They just keep saying they hope to have it launched soon. I'm a little disappointing really.
Back in March Frank Warren confirmed that Boxnation HD was set to launch in 5 months time.

What do they mean primary outlet? Surely everything will be on Boxnation unless they are going down the PPV route or even some kind of deal with BT Sport.

Frank Warren did confirm on that link all Queensberry Promotions events will only be on BoxNation.

I just found it strange that they suggest Boxnation will be the primary outlet. That suggests there will be a secondary outlet too. Maybe it's just a poorly worded press release as the YouTube footage makes no such claim.
I'm more confident than ever that Boxnation HD will be launching soon! Everything has apparently been tested behind the scenes, and deals put in place, Boxnation just needed the correct funding to allow them to push on. Bill Ives is suggested to be worth £266 million!
I'm not sure how much he will invest into this promotion venture however this could be the start of something massive for British boxing, and Boxnation.

Investment into the sport can only be a good thing. Boxing was one of Team GB's success stories at last years Olympics. Hopefully it continues to grow. Being punched for pay isn't everyone's ideal job but some of the guys coming through only get paid between £200 to £400 per fight. It's like to see better salaries for the small guys.

Not too sure why. Can't find further information anywhere.

At 28 minutes in Frank Warren confirms Boxnation HD will launch by the end of the year.
Rumour is that Boxnation are desperate to land Pacman Vs. Rios on the 23rd November. It seems possible they'd use this fight to launch Boxnation HD.
