Get your own router, put the Superhub into modem mode and put it elsewhere in the property, turn the router off at night, leave the Superhub on with LEDs covered, problem solved.
Or start using parental controls if the kids aren't grown up enough to be trusted with the broadband and either cover up the LEDs on the Superhub or move it to a more sensible place than a bedroom.

The only PC was originally in our bedroom so the modem was installed there.
Our twins have disabilities which mean they do not truly understand the passage of time.
The fault is known to the Network Managers (very poor signal to noise ratio in the area causing my symptoms, and others, in this part of the city).
And I suspect they will not go for the bodge approach by advising the use of a router and covering the LEDs.

It doesn't matter how you run it, it's an outbound traceroute and that's the problem.

Traceroute by design can only see the outbound path. Remember how it works; it measures the time from when the system sends the UDP datagram or ICMP echo to when the TTL expired comes back. It only sees the node that sent the TTL expired, which is an outbound path router, so can't identify how those TTL expired messages sent by routers on the outbound path made their way back to you.
EDIT: If the humps are still there I can show you the respective return paths if you provide the first 3 octets of the IP addresses in question.

They're probably tidying up cabinets, replacing and installing new taps, and, hopefully, upgrading amplifiers and optical nodes to allow for more downstream and upstream channels.
