Well many areas like that do have 20s plenty signs as well as speed restricting devices such as humps or narrowing lanes.

Variable limits on roads outside schools, normally 30 but 20 at certain times.

Really the limit is the maximum you are allowed not the speed you should be driving.

Now I'd echo earlier comment, don't exceed the limit, even if it's daft. If people obeyed matrix signs on motorways more people could get through problems quicker as less hard breaking (I do know that signs can be left on etc. but still just slowing a little can help).

I have driven down roads that have 30mph limits that dont have pedestrians (or even pavements).
I can point you at roads that are 40mph, but built like motorways. Dual carridgeways that are 70mph one way and 50mph the other way, but otherwise identical.

The trend these days seems to be for ridiculous speed limits to be randomly applied all over the place for no obvious or sensible reason other than someone justifying their job/existance.

On the other hand we could remove all speed limits, signage etc, and just rely on Darwin, survival of those that don't crash, dont cross the road etc
