As per the April 2017 Channel Guide:

The CBS and Horror +1 channels are now available to everyone until 31 December 2017.
This must be one of the longest freeview periods ever!
Does VM Ireland have Really and Drama (these channels will shortly be starting on Sky Ireland with Irish adverts)?

Many FTA channels have to pay to be on VM, maybe the costs increase according to how low the package they are in ie the lower the package, the more available viewers (better advertising rates)= the greater the cost??
AFAIK this doesn't affect some channels that have been on Freeview for some time eg Really as VM made concessions in their bid to make the M pack competitive with Freeview.
It's obviously no longer the case otherwise we would have seen truTV on VM from day one!

I certainly wouldn't pay extra just to get these channels. A cheap Freesat box would suffice and the material is probably on UK Play.

It all depends on how highly VM think that a particular channel will bring in customers and regulations. Eg QVC pay to be on there, BBC1 is cost neauteral and they are forced to carry it, whilst they negotiate a price for channels like Sky 1. If they can't agree a price the channel does appear eg Sky Atlantic.
