Its well known that if a company say sky do not want to sell channels to another provider they just ask for a unrelaistic price simples.

I think the problem is not so much one party (Sky) refusing to wholesale content to competitors, as the original producers doing 'exclusive' deals with particular platforms. Ideally, all distributors (like VM, BT and Sky) should be able to licence content directly from the likes of HBO.
This would promote both competition and consumer choice. If in the retail market, Tesco were to corner the supply of a particular product (like, say corn flakes) and only allowed competitors to sell inferior versions or on very disadvantageous terms, there would be an outcry, and this would not be tolerated.
The big 'producers' are currently clamouring for ever more draconian measures against piracy; with that should go an obligation to ensure that their product is legitimately available to as wide as possible a market.

Channel 4 is aiming to launch a new TV service that would allow viewers to catch repeats of its best shows from June. Two media industry sources said they understand that Channel 4 has lined up a Freeview slot for the channel and it is thought a deal with BSkyB has also been reached. Talks with Virgin Media are understood to have been more difficult, with the cable operator said to be wary about giving the green light to a channel that could provide direct competition to its own catch-up TV offering.

It’s an interesting stance from Virgin. They fear the new Channel would impact and possibly diminish the amount of views they get via their On Demand service.
I wonder if this is why the ITV HD channels are taking so long too. Virgin are concerned that if they carry the missing ITV HD Channels, but don’t agree a new content deal to offer ITV HD via On Demand, more Virgin customers will either watch the shows “live” or record them using V+ or TiVo to enjoy them in HD at their own leisure rather than watching the programme later in SD via On Demand.

Probably more likely they are questioning the worth of the repeats channel on their platform, when they already provide a Catch-Up service via VOD.
