I don't know that much about the technicalities of the legal system but I would assume that manipulating evidence would be a serious charge here?

Evidence is manipulated all the time to show a certain version of events in a clearer manner.
It's normally presented alongside the original for fairness.
Dropping CCTV to half speed would be pretty apparent and as long as it wasn't a clear attempt to deceive the judge/jury there is nothing wrong with it.
