I suspect there's only one language stream on each channel at the moment, but if you want to give it a try, TV5 and Euronews are probably your best bet.

S4C regularly transmit two audio streams (One Welsh, One English) when they're exclusively covering sport. I'm not sure if they do the same with subtitles though.
