How are new tees left when finished?

Virgin have recently completed roadworks and we now have a connection point (tee) to the side of the house, but having opened up the cover, the ducting doesn't have anything coming out of it. I was expecting to see a cable or drawstring if they've finished? (It's been a couple of weeks since the roadworks). Or is this how it's left until a service is ordered?

We're in the slightly odd position of being the only house in our postcode that they've extended the network out to, which probably explains why we're not showing up on the address checker? The other properties on a road they finished at the same time (different postcode) show up as available.

I want to try and avoid getting a spotter out so we can place an order if the construction work hasn't finished, then struggling to convince them to send another one out when it does. But I also don't want to wait for them to put something through the ducts if they don't do this until you place an order.

The cable is pulled when the order is put in and a engineer comes later to install the services in the house.

Ropes aren't often used with drop cables unless multiple drops going to the same place. The will be rodded and pulled
