Vodafone have done this in co-operation with the incumbent in Portugal, and in co-operation with Orange, France Telecom, in Spain.
An FTTP network that overlaps much of VM's covered areas would definitely push VM along in terms of quality of service and headline speeds in a big way.
It would also be great for delivering backhaul to 5G masts. Vodafone will need a more extensive backhaul network for next generation mobile networks.
This may come to nothing, it may be a negotiating tactic with Liberty Global over an asset swap involving Virgin Media, in any event it has the potential to be great news for UK broadband customers
