Are WiFi jammers effective?

A Chief Superintendent has called for internet crooks, cyber bullies etc to be fitted with WiFi jammers.

Even if it worked it wouldn't block mobile data or stop someone simply plugging in an ethernet cable. Sounds rather pointless to me and as a form of punishment a waste of time.

Crap idea by someone without the first clue how technology works and is probably trying desperately to get evidence for a promotion board.

What if said chav/Ned wandered into a coffee shop where the ret of the customers used wifi? Is disrupting them acceptable collateral damage for inconveniencing poor Wayne the troublemaker?

Plus it's ridiculously easy to bypass.

Only if you kill the signal, jamming Wi-Fi is as simple as transmmiting noise on the channel.

Many years ago I accidentally did it by having a Nintendo wave-bird on the same channel as the Wi-Fi network.
