If a device isn't attached to the charger it won't be drawing anything. (or very very very little)

Agreed, modern switched mode chargers (and power supplies for that matter when the appliance is off) use next to nothing when disconnected but there is a small fire risk as the circuit is powered. For that reason it's good practice to switch it off at the plug.
