Thanks for running some tests guys. It shows it doesn't affect the whole network and varies greatly in severity. I'd sure like to know why!

For me, that single-thread speed reported by TBB was reflective of download performance in general and matched the sort of speed I got with normal file downloads but with a couple of exceptions.
Also, TBB's test seems to work reliably for other ISPs with single and x6 lines usually matching. But that in itself wouldn't rule out e.g. a peering congestion issue between TBB and VM which is why I still suggest checking with other downloads.
Like cje85, twit.tv's videos which are served by the cachefly CDN were weirdly unaffected most of the time. Virtualbox's CDN was OK, but not quite as good. They're about the only two I found that performed anywhere close to acceptably. Both of these CDNs avoid routing through London peering points for me which is about the only common link I could find between them, but then other downloads avoiding London were affected.

I tried speaking with Virgin support and they didn't know what I was on about. Just pointed me to the Speedtest.net test

Yep, sounds about right unfortunately, hence my reasoning behind creating this thread. Although after some perseverance we've managed to get the problem acknowledged by some forum staff, that's as far as it's ever progressed and the mods visiting the thread seem to stop replying after a while until another mod picks it up and replies occasionally. It has been escalated to Networks as a fault, and dismissed with an explanation along the lines of 'single thread has always been poor'. Well, it hasn't because I wouldn't have been with Telewest/VM for ~10 years if that was the case! And as others have show, it's certainly not the case across the whole network.
