You need to find out where the packet loss is-connect your PC directly to the modem, reboot/power down/up the modem and do an
ipconfig /all on a DOS command line. The default gateway is your UBR. Do an extended ping (ping xxx.yyy.zzz.aaa
-t) ping to that and if there is no packet loss, then your UBR is fine (most of the time).
Dont leave the PC for too long without switching in a firewall as your naked to the Net with this set-up
