Just to satisfy my curiosity, what range should the three TiVo's tuners signal strength be within?

0 wouldn't necesarily mean no service. The range is a bit arbitrary and the hardware is able to cope with a huge range of signal levels. As you as you don't have a fault, I wouldn't worry about it.
