VM's predecessors did not get to cable Wandsworth Council's housing stock but the Council has now done a deal with Community Fibre Ltd for an alternative service to be installed.

Free access to the council web pages doesn't sound like it requires fibre...
It's a freebie that the company has thrown in in order for it to win the contract from the Council. Community Fibre only offers fibre to the home, it is not a standard LUL service.
