Actually leaky feeders along existing ducting, OR injecting the signal into the existing coax cabling, that would be hilarious.

Oh wait, they're just gluing APs to the bottom of manhole covers. Not quite as dumb then. Though ultimately about as ineffective as the WiFi installed in street benches by Edinburgh council.
