speed tests can be a bit iffy and should only be used a guide. If you are getting full speed through newsgroups (wired) then you know everything is ok. You can't count on the shub's wireless abilities, they are notoriously poor. If you think you are going to use wireless a lot and are looking for speed then you need to get yourself a new router.
