Not quite local any longer. STV's ITV Network franchise has 4 regional opt-outs but the, supposedly, local STV2 channels are networked across the whole of Scotland.

Planning for city multiplexes, attempting to match local channels to relatively small areas where a spare frequency happened to be available wasn't the best method.
Have to agree with you. Made In Teesside shows so little local programs they should be sued under the trades description act. Made In Tyne & Wear which I get on Sky is just as bad. Last night for example it was showing America's Got Talent,not even a British program! They didn't even remove the Tru TV logo from the screen!
