The cordon is most likely to be for a number of reasons:
  • In case the cannisters carry a highly toxic, or biological agent
  • To keep the press away
  • In case a sniper bullet goes astray

There are all sorts of nutters out there (as we know), who will use the terrorism fear to bring attention to one cause or another. You only have to look at that nutter in Scandinavia. Even these individuals can be as dangerous as groups.
