Actually 084x is "lo-call", not local. There is no local/national rate on any network any more, landline or mobile.

084x and 087x are revenue sharing services. The amount you pay (and the amount the operator gets from BT) is lower on 084x than it is on 087x.

The nearest you can get to the old local rate 0345 numbers BT used to operate is the new 03xx range which is charged as a geographic number, even though it isn't one. That means (IIRC) the operator doesn't get a cut of the proceeds, and should be treated the same as an 01 or 02 number by your service provider for charging/call bundles etc.

IMO all government departments should be using 03x numbers by now. There's no excuse for forcing people to pay to access services that are typically required by the lowest paid in society to start with.
