ISP's already block access to sites/domains/content if ordered to do so. That's not neutral unless the ordering body uniformly and fairly applies the rules without undue pressure from those that benefit from the block. (i.e. there has to be good, fair and legal reasons). But since those that do benefit would also benefit from removal of neutrality we could argue that neutrality is already de facto gone.
