Yes.

The BT estimator is generally a conservative underestimate (assumes 80% takeup), and the Thinkbroadband table is an even bigger underestimate (assumes 100% takeup). Rarely though people do get speeds less than the estimate but there is still a minimum guarantee on FTTC, there is no such thing on VM but there is as mentioned a 28 day happiness guarantee. I've seen people on FTTC getting double what the Thinkbroadband table shows.
