One thing I see regularly, particularly down in the narrow lanes in Cornwall, is drivers total inability to reverse in a straight line for a few yards. I know that modern cars rearward visibility is truely appaling but there's still no excuse. Regular retest, not necessarilly a full formal test but some sort of assessment might make these people brush up their roadcraft.

I was on a bus once when the inspector had to get out and reverse a young womans car to a wider section of the road as she was totally unable to do it and there was no way that the bus could as there were several cars etc behind it.
