that's the point though they BBC may not loose the rights as F1 on free to air is protected via the concorde agreement so even if free to air are only offered a highlights package the bbc can still persue F1 in one form or another.
the only thing that is guaranteed is that Sky will be keeping full live rights as they can afford to pay for it and get first refusal when the current deal runs out.
