He is known for being risky, blunt, and not toeing the line. Inevitably in today's PC climate that will cause upset. But that is entirely the reason why Top Gear currently is so popular because the audience expect irreverence.
But it's one thing being brash, jovial, playing the fool, and pushing the boundaries of what some might find acceptable. If he has thrown a punch, whether or not injury resulted, then despite the financial losses, despite the audience anguish, the BBC as an employer will find themselves unable to retain him.
