Plenty of baffling decisions get made by COPFS but this is especially weird. Section 1, death by dangerous driving, would probably not get past a jury with a competent defense lawyer but there are plenty of other charges that would fit the circumstances.

Giving the driver a get out of jail free card regardless of what else comes out is very strange indeed.
