I put the number from 1471 into google 'out of curiosity' and it is an offshore call centre...
A trip to the tps site also led me to googling 'SilentCall-Gard' http://www.ukdatait.co.uk/cgi-bin/sgAddNumber.cgi
So I'm hoping I have nipped this problem...
