They can only reclaim it. Not charging VAT on the fuel is against EU rules. AFAIK Once VAT has been applied to any product it cannot be zero rated again. Only reduced to a rate of 5%.
gotcha ,thanks for the explanation .if this petition gets a result it would make a big difference to the daily cash flow of £7,200 per day in fuel
