At the opposite extreme, build it and they won't necessarily come - as deserted roads and regional airports in Spain will attest.

There is a massive opportunity here, if only there was someone with the vision to grasp it. The issue of devolution for England is now live and the opportunity is to implement it regionally, with the emphasis on economic development.
