It wasn't financially viable to overbuild the area, network sucked too hard and they didn't consider the level of rebuild required an option.

There are no 'conservation rules' brought in recently - BT and every other provider have always required planning permission to erect cabinets in conservation areas - their planning permission requests have been a regular feature of the planning lists in this borough.
