How do you plan on putting line cards into said hole, carrying out any maintenance or explaining to Ofcom why people have no phone service for weeks if the seal fails?

Putting that beast underground on a street would be a massive undertaking. It would require a huge excavation, the moving of all other utilities, water, gas, electricity, BT, it'd be a nightmare.

The only option would be to literally do a BT and put one above ground but in a building. Unlike BT though this would have to be done for every 500 premises served.
