I have not played Tiger Woods 09 so I couldnt say tbh but some HDTV's have a Gaming mode which clears things up a bit it might be worth looking if thats the case for yours.

I would guess the crowd is blurry/pixelated because its not as important as other parts of the game E.G. your golfer or the Green. Is it only the crowd ? If so I would guess its like that in the game unless someone else who has Tiger Woods 09 corrects me.
