Unfortunately cable has always been seen as a "nice to have" compared to water/gas/electriciy/openreach(to some extent) supply access. I can't help thinking its because water, gas, electricity and openreach/BT/GPO used to be government controlled enterprises, and the government was happy to make less work for itself.
