That is true. We can't hope to have civil servants who can compete with their commercial counterparts unless there is some reason for these people not to choose the private sector. What we don't need, however, are clueless civil servants who never seem to pay for their mistakes. Did anything ever happen to those who were responsible for getting the Virgin trains sums wrong?
