Because one of the pillars of Western justice is the small matter of 'innocent until proven guilty'.
People are normally only locked up on remand while awaiting trial if the charge is serious and/or there's a risk they'll jump bail.
And a trial for a serious charge like rape can't even go ahead unless, on the face of it, there is a case to be answered. If the key witness (i.e. the victim) is unreliable, then there is no case to be answered and you can't keep someone locked up, insisting that they clear themselves. They are already clear by default.
