"God save the Queen" has the advantage of putting the most important person first. It asks God's blessing on our ruler and thus on the nation. "Jerusalem" is just odd, "And did those feet...", well no, Jesus never came physically to England but is that really what Blake is stating? Even here though it's possible that Blake is intimating that our national and personal blessing start with God and then it's up to us to use those blessing in building our nation.
