Obviously he was referring to the traffic management between 4pm and 11pm where Virgin slow you down if you hit 2.7GB of traffic within an hour. Different limits of different tiers but his comment was correct about VM not wanting you to use the connection heavy at those times, otherwise they wouldn't have the limits
