They already share the Cable and Wireless LLU network, the bit between the customers property and the exchange is not fibre.
It is up to BT to allow other companies to use its network on a lease basis.
And as I previously mentioned, Virgin Media are not going to do that, they are focusing on the fujitsu scheme. It is not commercially viable by other means
