If they had commercial advertisements on the main BBC channels, you wouldn't need to pay a licence fee, the BBC gets commercial funding from BBC World,BBC America and it also has commercial revenue coming from UKTV. BBC owns 50% of UKTV which owns the channels Watch,Dave,Gold,Alibi,Eden,Really,Blighty and Good Food.

The licence fee doesn't cover Channel 4, so why should it cover the BBC and if there is still not enough funding, maybe some paycuts to fat cat bosses. Also I strongly disagree with the idea of sharing the licence fee with ITV, if you can't run your business properly then tough! There are plenty of other TV channels which will pick up ITV's programming if it goes bust, it's all down to bad management, over paid bosses and overspending. Don't see why the government keeps wanting to bail out banks and private companies for there incompetence with there finances.
Where have I suggested giving money to ITV?

If they had commercial adverts, then it will go downhill to ITV/Sky's level, The BBC and Channel 4 are important institutions an this nation and need to be protected and well funded!
