https://www.pdfonline.com/convert_pdf.asp

As long as the file is under 2Mb, you can upload it there, and it will convert it to a PDF, then use FoxIt PDF viewer, or Adobe Acrobat Reader to view it. :)

I've got Publisher on my other box, if you get stuck I'm happy to open it and try and convert it to something more readable for you if that helps at all?

Looks like Druchi's way is probably best. :tu:
I looked in to this a couple of weeks ago too and OpenOffice unfortunately does not open it either.

In the future you may want to try saving the Publisher files as a web format that can open in Internet Explorer.

Adobe also offer this as a free service - but not at the moment!

http://createpdf.adobe.com/

I have previously converted a .pub to a .pdf successfully using this.

Which version of Publisher? I've got Publisher 2000. Don't know if that will open later versions.

Can your sister resave it in .rtf or .doc format so you can view it in Word? If that doesn't work, and she doesn't have a .pdf writer, GigaSize it to me and I'll convert to .pdf for you.
